Does mobo affect performance?

Here's my PC spec : I5-2500, H61, GTX 1660, DDR3 16GB. Very laggy playing PUBG (20 FPS), i've try using cpu core parking, cpu boost, reinstall windows, but still same. I found that my CPU usage 100% when gaming (via after burner + rivatunner) But there're some video on youtube shown playing PUBG...
