    Was told once by EVGA to go into my bios and watch the voltage on the 12V rail. If it fluctuates more than once every 15-20 seconds, it's probably a bad power supply. Mine was fluctuating often, but I switched to an older GPU and got none, yet I still have the same problem as you.

    Weird that the exception seems to be coming from the nvidia driver, but you have no problems playing games. I'd try streaming on Microsoft edge if you are using Chrome/firefox, or vice versa.
