Hello. I have an update. Problem is solved. I carried my PC into the other room and plugged it into the router via ethernet directly. This allowed me to do a Windows update. As soon as I did that, the Wi-Fi/Bluetooth device showed up and started working! Thanks anyway for your help.

By the way, I feel I should add: View: https://imgur.com/G8kkrY0 I'm pretty sure the device does not show up in the Device Manager. Perhaps the drivers are not working because of that? Of course, when I reboot into Ubuntu, it works immediately. I am not sure why Windows 11 does not recognize it.
