So i bought the PNY GTX 960 OC which says it has a GPU Clock Speed 1203 megahertz (According to best buy's website) but in CPU-Z its showing that it is core clocked at 540mhz. What can i do to make it run at its full potential?

Ok so my motherboard I plan on buying says the max speed is 2400mhz does that mean if I have a CPU that has 3700mhz that it won't run over 2400mhz ? Should I choose a different motherboard?
