Will there be a bottleneck if I use the Ryzen 7 2700x with the rtx 2080?

I have i7-6700 k 3.4 ghz ,16 GB of ddr4 ram dual channel and a psu of 400 watts cooler master yes with 6 pin power connector. I want to upgrade to 1060 6 GB so should I proceed.

I have hp 280 g2 business pc i7-6700 k 3.4 GHz, 16 GB of ram, 2.0 PCI 16 X slot on my motherboard and a 400 w cooler master elite ver.3 psu,so will my motherboard be able to run the gtx 1060 6gb?

Sorry I have PCI 16 X 2.0 slot so is it able to run gtx 1070 ti?
