I can feel a little bit of heat around the cpu but trust me, it's not 100c. If it has to do with the water cooler, why does it give me a cpu fan error, even though the CPU fan works fine?

You definitely don't need an 850, i ran an R9 390 overclocked to the brim on an old corsair 650w PSU. Google for compability issues with case/mobo & the card, easiest way to find it out.
You're right, sorry. Didn't realize how bad software OC is compared to BIOS OC until very recently. Got a seemingly stable OC of 4.4ghz with 1.250v. Thanks for the pointer.

Dangerous? No. Annoying? Yes. Doesn't make a difference, something simply failed and the overclock didn't get applied. If it works again after a restart, you have nothing to worry about.
What the hell is going on here? I'm fairly sure this temperature isn't supposed to, well, be possible with this cooler without any sort of overclock. I've been running Prime95 for 10 minutes and it's stable at 65-70 degrees, but that still feels very hot.
