If I remember correctly, sanctions only restricted chips up to a certain node size, and I think 28nm is beyond the limit of sanctions, and so they can probably get their chips from TSMC while sanctions only restrict chips with smaller transistors, though this needs to be verified. Thanks Anton.

I thought the Steam Deck had a hybrid 4 core on Zen 2 with 8CU RDNA2 GPU. Ryzen 7 6800U is 8 Zen 3+ cores and 12CU RDNA2, not 16.
