I have tested both with my 1070 and my 970 in both my old and my new PC. The new PC behaviour does not change with either of them. I have tried both the top and the middle PCIe slots, no change there either. I have firmly ruled out the GPU as they both work fine in my older PC.

Tried clearing the CMOS memory by shorting the CLRTC pins on the motherboard. No change. Tried adding the 4pin power (in addition to the 8pin which was already connected) since the ASUS troubleshooting guide suggested it. No change.
