It should maybe help to understand that if I make the browser windows smaller [tested Chrome, Firefox and Vivaldi] and move the mouse onto the second monitor desktop but NOT within the browser window, no stuttering occurs. As soon as I enter the frame of the browser window, stuttering begins again.

It seems I am unable to get the frequency to stay at one point? Everything is adaptive.. how do I change that? I got the voltage to stay correct.

I cannot figure out how to turn off UEFI in this motherboards BIOS. Under secure boot, the option to change it is greyed out. At this point I can't boot to anything but Windows, and I don't have a blank CD to try that method.
