I would say it is normal. If it is bothering you a lot you can ask to try a new one and see if it does the same. But it is probably just from the bluetooth radio.

If you have bluetooth on your PC it will work through that also have to be on windows 10, if not you have to buy the xbox one wireless adapter or connect it via cable. I just got it and like it better than the older one, the textured back is nice. Also not having the adapter take up a USB...
