sounds like the fan is going bad. 1000watts will be fine, if you can find one similar to what you have for cheaper then go for that.

get a bigger PSU

uninstall the card, again and boot into windows and to a driver removal. then restart and install the new card. btw deleting stuff in the registry is very dangerous as one tiny mistake may render your windows unstable. always do safe mode for driver removals if the windows removal does not work

you will never need to spend 4k on a desktop to play Minecraft. it does take a bit of processing power but any modern dual-core would work. most of it is RAM and GPU. dual CPU boards will not help you in this case unless doing server type things.

check drivers for the monitor/graphics card

check the cable from the video card and monitor. try to check it on a different monitor/PC (preferably both). does your computer still remain on when this is happening

its very tricky at this point. Take it to a repair place (not best buy) and have a hardware diagnostics run. it could be one of many issues and that will be the best way to check it
