    The GTX 1060 is a better card, the VRAM won't matter very much. In fact, I'm not even sure if the RX 480 can even use all 8gb of it's VRAM.

    Are you actually noticing throttling, or are you just assuming there is throttling because it's in the temperature range. Try using a different temperature gauging program, its possible that it could simply be misreading. Afterburner is famous for that on certain cards.

    Sounds like its pulling itself out from the PCI Express slot, or the power cable is coming lose. Open up the pc and make sure its firmly snapped into the slot, and also make sure the cable is properly connected.
