This is not limited to the attached USB Keyboard. When I remote into it (Regardless of remote tool) and I hit the 3 & 9 on my keyboard it does page up & down as well, one thing I forgot to mention. I updated the Surface and Surface Dock firmware and the same thing keeps happening

I have a bizarre issue here. One of my users last week mentioned the 3 on numpad will randomly start doing Page Down, and yes, the NumLock is on. the rest of the numbers work fine. Today he told me the 9 is now doing it. He has a Surface Pro 4 w/ Windows 10. Keyboard connected to a dock. what...
