it's forced to 39 on all 4 cores but performance is stable, im wondering if this is a monitoring bug or something more tho? because i would probably get big stutter if it kept changing like that for real (tested fps on maxed cpu usage)

turbo is maxed on all cores to 3.9

you could try f.lux instead, and flicker free monitor could probably help but idk (DC backlight not PWM (if u got pwm 100 brightness removes flicker))
