Issue ended up being sheer incompatibility with the GTX 970. Machine is running fine with the GTX 1080Ti now for some reason. Really a weird situation all around.

Tried different GPU and no, same CPU, however the CPU was working fine with his RAM configuration.

Should work. Won't be able to run at its full potential, but it'll work.

I would just RMA the card. I ordered the pads weeks ago. They never come in. Easier and more time efficient to RMA the GPU.

Multipack's answer is a good one. You wouldn't build a house on sand. If you have to force the PSU to support the card, you could end up sorry.

Thanks! I want to get a 1440p monitor. I know a 1080 should be good for that, but I am a little over the top. Do you get any negative effects? Stuttering?
