    Issue ended up being sheer incompatibility with the GTX 970. Machine is running fine with the GTX 1080Ti now for some reason. Really a weird situation all around.

    I tried a different motherboard with a different chipset. The problem persists there as well. The PCIe x16 slot won't hit on the GPU.

    I would just RMA the card. I ordered the pads weeks ago. They never come in. Easier and more time efficient to RMA the GPU.
