If I wanted to test the charging circuitry really quick before I bought the battery. Could I see if the laptop powers on by just the power charger and not the battery? If it doesn't power on would it be a problem with the laptops mobo?

I would first try a different cable on both monitors. If you are using a vga connector sometimes it can be nudged a little and it will cause odd coloring on the screen. If not try a different port on your mobo/graphics card.

That is odd usually when you can get your phone to connect to the modem your computer works too. Have you tried using a different browser? Internet Explorer is apparently useful when connecting to old web pages.
