I bought an AMD 860k for my budget build: AMD 860k GTX 960 8 GB of RAM 1 TB Hardrive The box says that the CPU can go to 4 GHZ, but windows shows that it is staying at 3.7. Why is this happening? I want to get more performance. Does anybody know how I could fix this?
