Not at all. It pushes air out horizontally, the ends and side of the card. You want to have decent airflow through the case to remove that warm air though, and a bottom mount fan will help with that as well as provide more fresh air for the card.

The fans on the GPU pull air up and into card and out of the ends. They do not push air down toward the bottom of the case.

Cinebench will use all cores at 100%. Turbo boost raises or lowers your clock speed based on temp and the number of cores in use. The more cores that are used, the less of a boost. You will get the highest boost speed when only one core is in use.
