Ok so I disabled throttling in my BIOS and it' did not change a thing. And using CPU-Z i was not able to locate my CPU frequency but the core speed is 3.117 during the lag. (not sure if that means anything) and my RAM Frequency is 535.7 when i drop down to 8 FPS.

Well my CPU is running around 44°C and i have a Corsair liquid CPU cooler. I Will check out thermal throttle but I'm not sure if i have enough cooling to shut that off. Any idea what the temperature of a CPU has to be in order for FPS problems to start taking place?

It's not my internet. I always have a solid 60 ping when in games. The lag happens when everyone starts spamming their abilities and when the screen is flooded with monsters.
