Cause Intel ships those power limited CPUs OOB. 14900 - 14900T. The 7950x isn't beating anything, it's losing to last gens 5900x and 5950x

Was cooling mine on a U12A. 41100 cbr23 score at 85c. Didn't see any issue. In gaming scenarios of course it was hovering at mid 60ies
