The title explains itself, i just want to know if i can overclock on this cooler and how far

As the thread title says, my 1600x is at an extremely high idle temp and simply won't change (it stays between 51-70 degrees). I have a lower end cooler which I will list below. Can someone explain why it's so high and how I can circumvent it. Thanks Cooler...

Recently i picked up a 1600x. I was considering buying a wraith spire cooler but i'm not sure how well that would work. I want to know what would be a good budget cooler (less than 40 at least) for the 1600x.

So do you think i should up the voltage a bit to around 1.390 and go for the 4.3 overclock or leave it at 1.375 and keep my 4.1 Ghz overclock. Ive heard something about not going over 1.4 for the vcore voltage and idk if i could maintain a stable 4.3 overclock at only 1.390 volts
