I've managed to fix the issue, here is how I did so. installed wifi card in the new PC. connected to the internet. still could not find drivers in windows so I updated windows. after windows update was able to find Ethernet drivers through device manager

Same issue again, worried that something might be wrong with the actual board. I also get a black screen after the bios screen unless I plug in a boot device and just skip straight to windows
