how can i remove the white bar on the toolbar/taskbar and highlights? i cant fix it. and how can i fix the configuration error

how can i remove the white bar on the toolbar/taskbar and highlights? i cant fix it. and how can i fix the configuration error

the toolbar is white and i can not go to google because it says that the application and re-installing again. internet explorer works but it closes it.
