    White lines are generally caused by problems with the monitor. See if you switch the two monitors around and if that change anything. If not, take the second monitor over to repairs?

    Fans will usually only spin when temperature goes high enough. The higher the temp goes, the more audible your fans will become. Are you talking about idle fan not spinning or is it not spinning when you are running, say a game.

    CPU and GPU normally goes about 50 centigrade, but when I run games, even non-demanding games like Darkest Dungeon or Plague Inc., GPU drags the whole thing up to 90+ (if I remove the temp cap).

    Have you checked if the performance is being throttled? If the temperature goes too high, sometimes the computer will throttle performance to ensure you don't overheat.

    I did not format the hard drive completely as I have a lot of stuff on the drive. I used the Media Creation Tool and turned a USB into a boot drive and installed the Windows 10 from there.

    Have you tried monitoring the temperature? You can try monitoring the temperature and see if the computer is overheating. Overheating can trigger a failsafe to restart the computer so it doesn't overheat too much and damage the hardware.
