I need to remove the CM Scout 2 handle to fit the Tundra TD02 in (Currently ghetto mouted) so I was wondering if there is any way to go about removing it without going at it with a hacksaw.

Try connecting the DVI/VGA/HDMI directly to your Motherboard and if you get signal from your motherboard power off the machine and try taking the graphics card out and then back in, may not be inserted properly.

A reputable brand for a PSU is always a good place to start. If you're looking to run 1 graphics card and not looking to go SLI/Crossfire I would recommend a 550w but if you're looking in to the long term and want to SLI/Crossfire even if it isn't the card you have now I would recommend a 750w...

Possibly not the best solution but if you can't find a replacement drive to test if that works I would recommend replacing the 2tb HDD.

Do you have another spare HDD that you can plug in to replace the 2tb and see if it still has the same problem?

If you disconnect the 2tb HDD can you boot in to Windows or does the BIOS still not remember were to boot from? Forget that I just read the bottom bit. Do you have another spare HDD that you can plug in to replace the 2tb and see if it still has the same problem?
