I'd take the Amazon deal. Not only the 6200U is more efficient than the A12-9700P, the 940MX will do better than the R8 in almost every environment, game, you name it.

The Sapphire seems to clock at a slightly higher speed (core 1260 as compared to 1254 on the MSI). Newegg reviews also indicate an overall better made card. My experience with neither has been positive in the past, though. Better make sure of the warranty deal.

If you are used to 1680x1050 on a 22" then as long as the resolution's concerned, it's unlikely that you'll have any trouble with either of those, and yes they both scale the same way.
