Why go with intel over a more core and more ghz AMD

Is a intel i5 4 core 3.4ghzreally better than the fx 8350 8core 4.0 ghz?

I'm trying to keep it in the 700-1000 range but would still like to run the new games coming out on at least medium graphics and older games at high.
