I dont want to go overclocking n not kno what im doing i want to research wats good overclock setting on my processor

So ran The intel extreme tuning utility and my cpu highest temp hit 66°c cpu utilization 100% processor frequency 4.20ghz is that good

Whats a high temperature for my processor this is my 1st pc n first build im kinda a noob to this lol n wouldn't liquid cool do even better for overclocking

I got like 100 to spend on psu n cooling i want to overclock so i need it really cooling
