Final update! Yep so it turns out that the voltage being set to AUTO in the Bios was the cause of all the problems. I think what happened was when I updated the Bios on the motherboard to the latest version, I left all the voltage settings set to AUTO thinking it would be fine I have done that...

Yeah for some reason I was thinking it should hit the 4.8 when under load and you're right that isn't how it works Lol. Thanks for your help too mdd! and thanks to everyone that replied to help a intel noob like myself. Thanks again everyone!

Yeah the TS bench 1 thread test actually hit the 48x. Thank you Webb for all the help! Really nice of you to go out of your way to help so much!

Oddly enough if the system is idle it hits between 4.6 to 4.7, If I play a game or run a benchmark it goes back to 4.5 and thats it lol

Well some updates! I tried a new PSU and same thing. So the onboard lights are telling me when it hard locks that I am getting a CPU error but some times it gives me a DRAM error light too. The GPU is around 68c to 73c and the cpu is around 58 to 60c when gaming. If I run CB 20 it hits a max high temp of 70c.

I tried two different ram kits a Crucial one and a Corsair one same speeds for both. Still does it. So I am guessing the ram is OK, the motherboard works perfectly fine when it is running. I will try a different GPU tomorrow and try another power supply as well. If it still does it with a...
