Having your fans on 100% for prolonged periods has no effect in general, but if you are constantly doing this without knowing, it may then affect the lifespan. Just try not to OC too much and even though you are getting a good cooler, it won't keep your GPU from heating up.

Have you overclocked your CPU or GPU recently? If so, this might be the problem.

Hi. I would recommend upgrading to a higher wattage PSU, at least 700 watts as the 290 takes around 250-300 watts alone. As for the random rebooting, I would recommend reinstalling all GPU related drivers.
