I figured out the frame problem and the entire issue has seem to have gone away as well

The vga light turns off after a restart, doesn't seem to affect anything except for small graphical glitches. The glitches are it leaves a trail of what ever colour was onto of it also sometimes when scrolling it leaves half of that section on the screen and nothing can be seen ontop of these...
