how do i know where is an anomaly?

So the problem is that from one month ago my pc started giving hard crashes absolutely randomly and i had to hard restart it. Either during post or hours after boot it would freeze. The ram seems to be ok . I have run mem test on it it has completed without errors. But sometimes memtest also...

i iam plannng to buy a dell optiplex 790 but i heard that rx series graphics cards need a uefi bios. so is it true? if yes then what graphics cards can work with my system? can a gtx 960 work?
