A bit of a an update. I got the PC to boot again. Turns out the PC will not boot with 2 RAM sticks. If I run a single stick in either slot 1 or 2 it boots and runs fine. If I try to run the stick in either 3 or 4 slot it will not boot. It seems as though those two slots have bit the dust.

This is going to sound funny but have you tried swapping the cable you are using? Have you tried any other outputs?
You can go into the BIOS and see what voltage the psu is reading at to determine if the power is too low. Your 12v rail should be at 12v or very close to it.
