Okay, I fixed my own problem, the first two ram slots are bad and the second two are backwards, 4 is 3 and 3 is 4. PC will only boot if a stick is installed in slot four, and I can also put a chip in 3. If I put a chip in the other two slots the computer goes into an endless loop of rebooting...
