    If I were in your shoes I would keep a couple of the components, like the Optical Drive, Ram, HDD, SSD(depending on if it is fixable), and GPU, and buying a new Mobo, and possibly new CPU.

    Honestly you don't need a particularly high end CPU for what he needs. It comes more down to how much he wants to spend.

    Do you have an optical drive or a hard drive? If so it could pretty easily push you past that 550W rating on your PSU, which would explain the crashes, although I don't know about the driver updates slowing it down.

    Have you tried setting up a bootable usb drive with a linux OS on it and seeing if you still can't access the internet?

    Have you tried to use Boot Manager and disabling the launch of anything that you are unsure of when the computer starts?

    Try a different Gpu in your computer and see if that works. If your gpu is faulty it could cause the crash, but I am not sure about the fans.
