I have this problems by months right now.. with Trove.. And I can't understand why these games use low gpu and cpu while having LOW fps! amd fx 6300+ r9 270x sapphire dual-x 2gb m5a97 evo r2.0- valsk6

Low CPU and GPU usage with low FPS, please help me!
Hi everyone guys, i'm valsk6!:) I have a big problems by months.. and I hope someone can help me.. In every game, i have around 30-40% cpu and gpu usage with low fps.. It's like the pc isn't performing at maximum.. I tried so many solutions on the internet but no one cancelled the problem...
