I'd test your RAM, maybe try and unmount and remount your RAM to see if that fixes it. Also ensure you have the RAM socketed in the primaries and not secondary slots.

Is it a new CPU cooler? It's common for a new AiO(All in One. Pre-made instead of custom built) water cooler to be a bit spikey the first month or so of being used. Think of it like a new shoe. Better, sure, but not quite as comfortable as the old one yet!

The high temps on the right is while running a 10 minute stress test through CPU-Z. I was unable to ever push it above a consistent 65 C.

I'm using a cooler master heat sink with a fan attached to it. It's cooled down perfectly fine before. In fact it was skirting 90 C. I realized that something was up so I took off the heatsink and re-did the thermal paste. That fixed it.
