I guess it's late now but anyway try to cut the power from PSU for a fraction of a second and as soon as its on again turn on the pc. If most of the times this makes your pc to boot up normally then its most likely that your PSU got old.

Probably the cable that goes to your computer broke they tend to be weak so try replacing it.

It has something to do with hardware my guess would be that your GPU went out of control. Is it Laptop or PC??

Does your computer beeps in any way when you turning it on or is it silent? Most of the times when i had similar problems i had something "disconnected" so reconnect all the cables + rams cpu gpu an so on. If that wont work then your rams or cpu might just died on you.

Well if it only happens while using your speakers volume control that means that you most likely got that problem from the speakers. If you really think its not a speakers problem try increasing/decreasing volume via pc/laptop sound control if it does the same then its might be computers problem...
