I had this exact same issue with my 5830's in crossfire except my GPU 1 was 72C idle, I was able to fix it by installing driversweeper, installing fresh new ATI drivers and enabling crossfire. My gpu1 temp is still a lot higher idle then my gpu2 because my cards are right next to each other and...

Add a second 450 and you'll be golden :)
