i have just swapped a rx 580 for a 1660 super and the new graphics card is underperforming and the cpu is a i5 9400F and my fps in games is very unstable but a friend has the same spec and seems to run way better fps in games i have downloaded all the drivers and did a ddu for my old drivers...
