I suspect the bios does it because of either incorrect ram settings or defective ram. You can run memtest (takes a while) to test the rams.

I´d suggest newer tech. i5-6500 or i5-6600(k) couple with MSI Krait Z170 mobo and 8 GB DDR4 Ram (more isn´t needed). Similar priced even. As for GPU, I´d suggest 980TI if your budget allows it.
