You're having problems with PSU itself i think, not the MOBO or RAMs. I had a bad psu, when i shaked a little bit, pc always restarted. When i touched the PSU, pc restarted again. Try to find another PSU to test on your system. (sufficient one of course) I had bad PSU cable problems back...

Let it be a Max or standard, one does not simply run a 3000 series on b450. Seriously, wow. It seems to me a BIOS related issue. If you want to update the BIOS no matter what, i have an extreme advice : Update the BIOS without CPU. In youtube you can find a lot of videos about that.

IRQL_NOT_LESS_OR_EQUAL It might be related to the ram. Could you use MemTest software and check ? If there's nothing wrong about RAM(s), try to adjust your PageFile in Windows, Virtual Memory. Assuming you didn't do any tweakings about PageFile, i suggest testing the RAM(s) with MemTest.
