This screams overheating to me. Open your case, use clean air to blow away any visible dust (clean dust filters if you have them), fire up your computer and start playing. If the cooling fans work properly, you shouldn't get any dps loss, even after hours of play. If this works, close your case...

Get the 7800. Playing Oblivion on a 9800 for three months will hurt you far more than building a new AM2 rig in two year's time when your current rig will (maybe) begin to fall short.

Sounds to me like the fault lies between the computer and the monitor, i.e. the cable connecting the two. Did you test it with a different monitor cable? You wrote you tested the monitor on another computer and it worked - did you bring your own cable to that other computer?

@ the OP: You haven't mentioned whether you get a Blue Screen of Death? I THINK that what happens to you is that the SATA drivers haven't loaded properly when your mobo starts searching for an OS. Maybe you should take a look at your BIOS and look at the sequence of things your boot procedure...
