    As has been previously mentioned, ISP throttle is the likely culprit. Another possibility is that no one else was seeding at 100% and they, like you, were waiting for the last few bits from the original uploader.

    I assume that this is in reference to gaming? If so, I think that the first question that you have to ask is whether or not you have the hardware to drive the higher resolution monitor. If you do, go for it. If not, you'll need to factor in those upgrades as well.
