(SOLVED) GPU overlock crash. Whole system slow now.

bios is up to date as far as i can tell. Manufacturers website has no update for me. Excluding a bios update, is there anything else?- Will Cox

I just got my GTX 970 and my computer will not boot with it. It boots up with my 660 just fine. Power supply requirement is met, everything is plugged in correctly (6 and 8 pin), and my bios is up to date. Small white arrows in my screen corners for fullscreen videos.
Any time I go fullscreen to watch something I can see a white arrow in each corner. If i could stretch my display less than a millimeter they would all be off screen. Any ideas what this could be? This problem just appeared a few days ago on the same display I've been using, so I know it's not a...
