Go into the bios and type in whatever is on the stickers for your dimms, and set the volts to 1.65... those timings cpu-z is showing are for 1.5v

the highest standardized speed is pc3-8500 that is what all pc3-1600,1800,2000 should report and default to. you have to manually set it to whats on the sticker.

You shouldn't run your ram at more than 1.65 in an x58 mobo. the 1.9v ram undervolted to 1.65 may require some really loose timings... I would start at 1066 9-9-9-24

ddr3 1600 cas7 is faster than ddr3 1333 cas6 and its cheaper, there is no reason not to buy it.

Tygon is the best, and most expensive... I prefer clearflex60 easy to bend/get over fittings 1/2 the price of tygon. masterkleer is the stuff you get at homedepot, works fine but can be a pain to make sharp bends, get on and off fittings. UV is not my thing, so I'll let someone else comment on that

the odds of hitting a 200 bclk are pretty low, I would plan on 190 x20, everyone seems to be able to hit that with a decent cooler (not the stock one). I would set the mem volts to 1.64, cpu to 1.25 everything else at auto edit: and turn turbo off, it'll jump to 4.0 and 1.25 is not enough for that

what specific memory model? the 1600 all requires 1.65v , 1333 should be happy with 1.5, but needing 1.65 isn't really unexpected. however, filling the 3 white slots is correct. set mem volts to 1.64 first @1.64v I would try 3 white slots if that doesn't work then 2 dimms in 1,3 run...
