I've tested that but then the problem will be framerates. I've tested on windows 7 and i get like 10-20fps more than on windows 10 on story mode and on online around 5-10 max.

Yes it's total CPU usage and no there's no CPU core hitting 100% and the highest CPU core usage is the CPU3 which reaches 70% max on gta... All cores besides CPU3 reach a max of 50%

So i've been playing gta recently and in story mode i get from 90 to 120 FPS average on medium high settings, with 40-50% GPU usage and 40-70% CPU usage. On solo online sessions i get 40-80 FPS with 20-40% GPU usage and 40-50% CPU usage... On public full sessions I get 30-60 FPS average even...
