Typically Windows 10 doesn't see it, and you do have to use DS4 or Motionjoy or similar software. However, Steam should recognize it by default. I've used it recently without issues in Steam, simply plug and play.

Would be nice to stop promoting Ethereum. At least Bitcoin can be used to purchase goods, so in some ways it has assets backing it up (tho not like a fort knox full of gold). Etherium is literally ballooning because of advertising like this, and is significantly more volatile than bitcoin...

I was also going to say, double check that the VRMs have good contact to the cooler. You installed it yourself? Did you use thermal pads or paste or what? Did you check that they were contacting/smearing before final install? Otherwise, could definitely be PSU related.

MSI Afterburner has fan profiles so you also could have turned the fans off yourself, just something to look into.

Try booting without the water pump powered, or, swap your "main" computer PSU and check. It's really the easiest way to rule out a power issue.

Considering the usage and low temp, sounds like you plugged your monitor into the motherboard/intergrated graphics output. Double check that you're using the graphics card video output.

Try doing a full, clean, driver install. Remove drivers, boot into safe mode and clean them with driver sweeper or some such, then reboot and do a fresh install.

What are your graphic settings in game? Step 1 is reduce them and see if it fixes it. The game is known for not running all that well, especially if there's other players around. My FPS can be consistently under 30 then in the same area in another match, 60+.

Have you ever pulled the top off the card and check the heat sink for mad dust clogging? At least run a gpu monitor program to see what temps are like.

What is your CPU doing? Have you checked what tasks are running? Sounds like a miner. You can try killing unfamiliar tasks until maybe you find one that stops the GPU usage.

I can get a used 770 on kijiji for $100 or less... CAD. That's like $75 USD. But anyway, I can say a 770 is fine but showing its age. It's about the speed of a current GTX 1050/1050 Ti.

Depends on your market. I'm in Canada. Just checked local listings. 1080: $740-895, 1070: $550-690, 1060: $300-440. So... totally normal.
