Sorry it took me so long to post this but I ended up getting my old Mobo and CPU tested and the Mobo worked but the CPU did not. I got a replacement CPU through Newegg's RMA process no problem. So just as a future warning for others my Apevia PSU shorted out and fried my CPU be wary of that...

So I replaced the motherboard, unfortunately I'm having the exact same problem. I guess it was the processor then.

So is it possible that it's the cpu or is this definitely the motherboard that's broken. I just want to make sure I'm replacing the right thing

I've tried starting it after cmos and without the gpu, no luck. I was afraid it was the motherboard, looks like I'll have to get another one.
