I'm wondering will the new r9 380 be better than the GTX 980 or will there be better gpus?

I am building a new pc in the future and want your suggestions. There is no price limit, but I want the best gaming rig with the newest parts. For example the GTX 980, please include new things as you know I am buying when the parts go on the market.

Yes I check the BIOS and couldn't find where to switch the fan control speed.

Yes the fans are placed correctly and when i try to change the fans speed i couldn't find the control.

I have all fans on my nzxt 410 chasis, but the cpu and gpu still gets hot. How would I increase my chasis fans and gpu/cpu fans. My system : nzxt 410 crosshair v formula z r9 270x crossfired fx8350 If you need my full system specs just ask i will post.
